Infrastructure projects are becoming larger, more complex and more interconnected than ever before. With multiple stakeholders, evolving scope and increasing commercial pressures, maintaining visibility over cost, schedule and risk is critical to successful delivery.

Yet too often, these elements are managed in isolation. Schedules sit in one system, cost forecasts in another, and commercial decisions are made without a clear understanding of their impact on the broader project.

Strong project controls bring these elements together.

At FSC, our Project Controls team works with clients and contractors to provide the systems, insight and governance needed to manage complex infrastructure projects with confidence.

Moving beyond traditional project reporting

Historically, project controls have sometimes been viewed as a reporting function, tracking cost and schedule performance and highlighting issues once they arise.

Today, the role is far more strategic.

Effective project controls provide decision-makers with clear, integrated information that allows them to anticipate issues early, manage risk proactively and understand the true implications of project decisions.

This requires a combination of commercial expertise, robust planning and integrated systems.

A multidisciplinary approach to project controls

At FSC, our Project Controls capability is built around three core streams that work together to support successful project delivery.

“Project controls are about giving project teams clarity,” says Dirk Slabbert, FSC’s Project Controls Manager. “When cost, schedule and commercial decisions are connected, teams can make better decisions earlier - and that’s what ultimately keeps projects on track.”

Commercial and Cost

Strong commercial oversight is essential to maintaining control over project budgets and contractual obligations. Our team provides services including contract administration, procurement support and independent cost verification, helping clients ensure commercial arrangements are managed effectively and transparently.

Planning and Scheduling

Clear, realistic planning is the foundation of any successful project. Our planners develop first-principles programs based on project scope, providing reliable schedules from the outset. We also review contractor-developed programs, develop master integrated schedules and undertake delay analysis to support Extension of Time (EOT) claims where required.

Integrated Project Controls

Perhaps the most important shift in modern project delivery is the move towards integrated systems. Our Integrated Project Controls stream focuses on establishing project-specific management systems and procedures that connect cost, schedule and reporting functions. By developing bespoke project controls plans and systems tailored to each project, we enable teams to maintain a clear, unified view of project performance.

Supporting better decisions across the project lifecycle

FSC’s Project Controls team works across both client-side and contractor environments.

On the client side, project controls provide an independent view of project performance, allowing clients to maintain visibility across cost, program and risk throughout the project lifecycle. These engagements often allow us to integrate multiple services across planning, cost management and governance.

On the contractor side, we frequently support project teams through targeted secondments, strengthening internal capability in areas such as planning, scheduling or commercial management during critical phases of project delivery.

Integrating project controls across the full project function

As infrastructure delivery becomes increasingly complex, organisations are recognising the value of integrating project controls into the broader project management function.

FSC combines expertise across engineering, environment, sustainability and project management. By embedding project controls within this multidisciplinary capability, we help clients maintain oversight of complex projects while supporting better, more informed decision-making.

Strong project controls don’t just track project performance – they enable it.
