West Gate Tunnel Project

The West Gate Tunnel Project is an 8-kilometre freeway-standard toll road linking the West Gate Freeway at Yarraville with the Port of Melbourne and CityLink at Docklands. The project outcomes include alleviating congestion on the M1 corridor, providing a new river crossing as an alternative to the West Gate Bridge, and moving trucks out of residential streets in Melbourne's inner west. The project is one of the most complex road infrastructure undertakings in Australian history.

Services Provided

  • Engineering, project management, and construction delivery - FSC provided end-to-end support across the construction phases, coordinating complex multi-discipline activities across a large and active construction corridor.
  • Utilities relocation strategy - FSC developed and executed the utilities relocation strategy, managing the significant challenge of rerouting existing services to accommodate freeway widening and tunnel construction without disrupting surrounding communities.
  • Design optimisation - The team actively interrogated and refined designs to drive efficiencies, reducing cost and programme risk across multiple work packages.
  • Risk mitigation - Proactive identification and management of project risks was central to FSC's contribution, ensuring the project progressed on schedule and within scope.
  • Precast component management - FSC managed the procurement and coordination of precast components, a critical activity given the volume and sequencing demands of the tunnel and freeway structures.
  • Concrete fabrication and supply - FSC oversaw concrete fabrication and supply, ensuring quality and continuity across the construction program.
  • Project close-out - FSC provided defects management, documentation finalisation, and handover to the client.
