
The East Harbour Transit Hub project in Toronto is a landmark initiative aimed at revolutionising the city's transit infrastructure. Valued at $1 billion AUD, this project, spanning from 2023 to 2028, will replace the existing rail embankment with an elevated structure and introduce a new station concourse beneath. While Rail Connect Partners (a joint venture between Atkins Realis and Bird Construction) leads the project, FSC, an Australian employee-owned engineering company, assisted the alliance through the TOC phase. FSC brings their expertise to the forefront, handling critical aspects of the project such as construction method statements, program and design reviews, value engineering, constructability, and procurement.
FSC's Key Contributions:
1. Construction Method Statements
FSC's team has been instrumental in developing comprehensive construction method statements. These detailed documents outline the processes and procedures to be followed during the construction phase, ensuring safety, efficiency, and compliance with all regulatory standards. By meticulously planning each step, FSC helps to ensure that there is a well considered methodology in place to inform the program and estimate.
2. Program Reviews
To help ensure the project baseline is achievable, FSC conducts rigorous program and design reviews. This involves evaluating the project schedule, identifying potential delays, and proposing adjustments to keep everything on schedule. FSC also assisted in ensuring the construction methodology was reflected within the program to ensure a realistic baseline was set.
3. Value Engineering and Constructability
One of the standout contributions of FSC is their focus on value engineering and constructability. FSC contributed to design reviews throughout the TOC period identify potential savings as well as ensuring there is enough detail in the design to be able to correctly price the work. FSC also assessed the design for potential adjustments to simplify the construction of the work
4. Procurement
FSC also assisted with the procurement strategy to help ensure success during delivery conducting procurement work shops and identify long lead items that could effect the program and ensure that these items are considered sufficiently within the program
